Bureau Veritas Attends China Aviation Industry International Summit to Promote Civil Aviation Safety by Quality Management

2020 Nov 3

Recently, the 10th China Aviation Industry International Summit was held in Liyang, Changzhou City. This year's summit was sponsored by Shanghai Society of Aeronautics, COMAC Shanghai Aircraft Design and Research Institute, COMAC Shanghai Aircraft Manufacturing Co., Ltd. and China Aeronautical Radio Electronics Research Institute, and supported by Jiangsu Society of Aeronautics and Astronautics, Zhejiang Society of Aeronautics and Astronautics, Anhui Society of Aeronautics and Astronautics, AVIC Airborne System Co., Ltd. and AECC Commercial Aircraft Engine Co., Ltd.

Bureau Veritas (hereinafter referred to as "BV"), for its extensive experiences in providing third-party testing, consulting, certification and training services in aviation industry, was invited to the summit as a group discussion guest and joined discussions on the topic of "Integration of Next-generation Information Technology and Manufacturing" with the present experts and representatives of COMAC, AVIC XAC, Huawei Technologies, China Unicom and Shanghai Hang Duo Aviation.

In the future, the improvement of urbanization level and consumption upgrade in China will promote the continuous growth of air transport demand.  Based on analyses on the future development environment of China's air transport industry, the air transport market in China is expected to maintain stable growth in the next 20 years, with an annual growth rate of 7.4% in revenue passenger kilometers (RPK) and 9% in revenue freight tonne kilometers (RFTK).

With the expansion and application of 5G technology in the field of aviation manufacturing, China's commercial aircraft manufacturers will be in urgent need of such intelligent technologies as sensors required for production line upgrades, data communication technology and communication security technology and applications.  No matter what new technologies are used, the basic requirements for flight safety and reliability of commercial aircrafts remain the same, including establishment of perfect quality management system, satisfaction of airworthiness standards or requirements, implementation of approval and safety supervision mechanisms and effective management of supply chain.  A complete quality assurance system shall be established to ensure that each commercial aircraft and engine produced conforms to the type design approved by the airworthiness authority, and the airworthiness approval for each aircraft shall be obtained through the inspections by the airworthiness authority; Each commercial aircraft and engine put into commission entails safety supervision and post-delivery services, and necessary corrective measures approved by the airworthiness authority shall be immediately taken for any unsafe elements detected.  Those are requirements not only for the manufacturing organizations of aircrafts and engines, but also for suppliers of such manufacturing organizations.

Mr. Zhang Yufeng, Aviation Certification Manager of Bureau Veritas, joined the group discussion and said that: "As a world-renowned certification institution, Bureau Veritas has been recognized by major aviation accreditation authorities in the world, such as: COFRAC of France, DAKKS of Germany, UKAS of UK, ANAB of USA, JAB of Japan and ENAC of Spain, as well as IAQG, AAQG and EAQG. We have more than 200 experienced aviation auditors in over 40 countries and have issued more than 3,000 certificates.  In Chinese market, Bureau Veritas has provided audit and certification services for nearly 600 aviation companies, accounting for 50% of the market share. Available services in the field of information technology include: Audit and certification for standards ISO 20000 and ISO 27000, information technology service management system standard ISO 20000, information security management system standard ISO 27000; available services in the field of aeronautic manufacturing include: Certification for the quality management system AS/EN9100 for aerospace organizations, the quality management system AS/EN9110 for aerospace maintenance organizations, and the quality management system AS/EN9120 for aerospace distributors, which is aimed at helping enterprises display their commitments to quality in the aerospace industry."

2020 (10th) China Aviation Industry International Summit

The Aviation Industry (Shanghai) International Summit was created in 2011 and has been successfully held for 9 sessions in Shanghai. This is the first time it comes to another city.  With the theme of "Promoting the Future Development of Informatization in Civil Aviation of China", this year's summit invited more than 200 professionals in aviation industry, ranging from aero-engine integrators, intelligent manufacturing equipment suppliers, airborne equipment and system suppliers, parts and materials suppliers, supporting technologies and services suppliers and research institutes.  The forum provided various communication platforms for the present guests including keynote speeches, interactive discussions, exhibition and display, media interviews, and one-on-one business negotiations, focusing on the hot topics such as international cooperation and challenges in respect to bilateral airworthiness, post-pandemic "risks" and "opportunities" in civil aircraft industry, 5G-based industrial interconnectivity, interchangeability in civil aircraft manufacturing, and 3D process design practices in MA700 airplane development.
